Q: QOS Available bandwidth on a interface

I am on a cable internet service with a 100/5 speed plan. When setting the available bandwidth for the External interface, I've noticed when testing on sites such as speedtest.com, that my download speed will be limited by the Downlink setting and will not use all the available bandwidth. My connection (to certain local test servers) is capable of 116/6, but would be limited if I set the Downlink/Uplink settings to anything lower. Is this the intended effect?

The help file is a little confusing as it says that if there is more bandwidth available, it would make use of it. But setting the Downlink to something like 10Mb, would only allow a 10Mb download rate and never use the full 100Mb+ of bandwidth available. [:S]

    If you set the limit uplink box to cheeked then yes your interface will be limited to what you have in there.  Bandwidth pols and download throttling allow you to slice up the available bandwidth as set by the QOS settings further..but they will not exceed the maximum you put into the QOS boxes.

    Setting the bandwidths to 110/5 has no effect on throughput.  Only Bandwidth Pools and Download Throttles will do that.

    It appears that the Download Equalizer setting is what is limiting a download to whatever is set in the Downlink setting of the interface. Disabling it allowed the the download test to use the full bandwidth of my cable connection, regardless of what the Downlink was set for the interface. The help file does make it appear that it would best to have the Download Equalizer on (for my home setup) to prevent any 1 connection using up all the bandwidth. I have nearly my entire home wired up to this 100/5 connection, everything from multiple gaming systems, to cellphones and tablets, and most are used for streaming video from Netflix, video chat, and gaming, although not everything is used at the same time (we are all active at different hours of the day). So I wanted to be able to download at the full speed if the bandwidth is available, as well as keep any 1 connection from hogging the whole download when others are also online.
