how to control one client not to consume all the link bandwidth

Can someone help me find a solution to the following issue. 
I have sopho 9.1 and need to stop a user  to consume all my link bandwidth.  I have cases that one client using Internet Download Manager or similar software to use up all my bandwidth and therefore my other users can not work at all then. 
Can somebody help me limit users not to have downloads more than 500kb/s? Or help me limit number of sessions that one IP can use?

    There is a feature request similar to this, but it's not currently possible to set a generic, per-person limit.  You only can limit traffic to/from certain IPs or subnets.

    OOPS! In fact, there's new functionality available in V9.1 and later. I just realized that V9.1 includes new settings for Download Throttling that didn't exist before.  Instead of just a shared limit, you can choose, for example, to limit bandwidth for "each source Address" effectively creating a per-person limit.  Moreover, Traffic Selectors can now be made for the same traffic depending on the amount of traffic transferred by a connection.  I didn't think we'd see these advances before V10 - Cool!

    If you can provide a more-complete description of your problem, folks might have some suggestions.

    Hi Bob,

    Are you saying that we cannot assign static ips to each workstation and regulate each pc/person's bandwidth.  I hope Andre's issue can be solved with static ips.  If the per-person limit cannot be enforced, then please let me know so I don't waste any more of everyone's time with Sophos, as I'm in the eval stage now and definitely need this feature, so much its a no-go without it...

    Bob's "Per-Person" term means "Per-User(authenticated)". 

    This feature is promised to be available in UTM v10, until then you can create Traffic Selectors and Throttling rules based on Network Host Definition objects (IP addresses), as you requested...screenshots attached.

    Thanks, vilic, for the clearer explanation.

    Stanley, my usual approach at present is to create a Download Throttling rule for a Network Group "Dog House" populated with the IPs of devices that have been known to be bandwidth hogs.
