Country Blocking Exception not working

Hi I'm trying to create an exception for one IP in China. I have country blocking turned on with China blocking ALL.

Now I created a new exception, 
Skip blocking of these: Asia
Countries: China
For all requests: going to these
Host/network: IP of remote server host
Using these: Any

Save, I also made another rule, identical as the above but with
For all requests: coming to these  set

Both are switched on.

But the website still gets flagged and blocked with the Sophos warning.
If I set China to OFF or FROM under Country Blocking it will work.

But I cant get an exception for just that one IP  to work. Am I missing something?
