I am stuck!!! Firewall passing it's shouldn't

I need help with figuring out something.

I have two networks attached to my Sophos UTM.

Network A - 192.168.168.0/24
Network B - 192.168.30.0/24

Problem I have is that while on network B I can access a HTTP device on network A when there is NO rules allowing any access for Network B. No internet browsing nothing. But still I can always access the HTTP device at 192.168.168.1. How is this possible? How can I diagnose why this is passing when firewall should not allow it.

Does non-HTTP traffic behave as expected?

Are you running Web Protection with Proxy? (Network B Proxy Network A)

Yes. I cannot ping anything on network A from network B.

Yes running Web protection with Proxy. I think that is the cause. I removed Network B from Web protection and it does not allow the HTTP. How can keep web protection proxy for both networks and control what gets passed?
