FTP over SSL/TLS Port 21 passive blocked; what to do?

Hello, 

I want to connect to a FTP server on port 21 passive with SSL/TLS, but this is blocked by UTM.

Which firewall settings do I need to connect to the FTP?

    Yeah I know, then I created a firewall rule with the ports from the logfiled, tried it and it did not work. After another look in the new log file i saw, that the ports changed :-/ 

    Yeah both changed, I am currently not at the facility with that UTM so I can not post an actual log file.
