Block Websurfing

Hi there,
my sophos utm 9 generally works. But I am not able to deny Websurfing. I have no firewall rules to allow Websurfing. I have 1 rule to deny Websurfing. But my setting does not result in deny Websurfing. Where is the switch to make my firewall rules working?
Help needed!

    Michael, #2 explains that the Web Filtering proxy handles the web-bound packets, and that the firewall rules are never considered.  You have to work in Web Filtering.

    There are different solutions.  I assume that this is a home setup and that you don't have Active Directory running.  Since kids are smart enough to change IP addresses, I would install the Sophos Authentication Agent on the machines you want to allow access.
