Acces from visitors lan to internal lan on SQL server

Hello,
I want to set up acces for one maintenance computer, which is connested to network 192.168.5.0/24 and this computer required acces to sql server in network 192.168.100.0/23

I was set up this rule in firewall see attached picture.

Basically I only allow service MS SQL 
But rule didn't work. What could be error.
