QoS - use all upload unless xyz services online

So here is something I have not been able to work out...

I want crashplan to use bandwith unless a bandwith pool is in use and our any other services require upload

Where the bandwith pool is 1 and everything else is 2

Can this be done?

Would save me using net limiter

Hi, it can (by not setting an uplink limit, and guaranteeing bandwidth for other services via other pools), but my understanding is that it is difficult to throttle a stream once it's already started.

I'm not familiar with Crashplan - is this a backup service that sends your data to the cloud?
