MySQL Traffic being blocked by Default Rule

I have a windows server running MySQL database. LAN Clients connect Just fine. External (WAN) Clients simply cannot connect... I have verified MySQL is set for port 3306, I am desparate for help

Running Firmware UTM 9.106-17, Pattern 54263

Here is the log
