Help Connecting Two Different IP Block

Scenario

I have two IP Block which is 10.100.10.0/24 and 10.100.20.0/24 i want to connect them and share files and Folder.

Where should i start ?
here is my config
Eth1 = 1.1.1.1 (sample ISP IP)
Eth2 = 10.100.10.0/24
Eth3 = 10.100.20.0/24

What do you mean by "Doesnt work" - what do you see that makes you draw this conclusion?
