For me with http proxy, download throlling not working. 
For qos throlling same trafic selector with proxy it working.

Hi,
the proxy will grab all port 80 traffic, so it doesn't reach the packet filter rule.
Download throttling usually means packet drops unless the far end is smart enough to accept flow control, so you are better off throttling the outgoing side of an interface.

but when i run http proxy the QOS will not work! 

What test are you running?  What do you see?

when i connect from ssl vpn to my astaro i limit my QOS b.w to 512k for ssl users

i solved the problem now with http/s proxy running i could limit b.w with QOS.
