Dual ISP connections

I need help setting up my dual ISP connections. 
I have a 25m cbl line, and a 100m cable line. 

I want to combine them to increase my bandwidth for the school.. 
Will the operate in conjunction? or do they only operate as fallback?

    they act as either failover or balancing..however either way you are going to have to use a public dns..if you use isp dns which connection fails the dns will have to timeout before the ther dns takes over..had this bite me at a client site with dual wan.  I highy recommend using opendns as they multiple clusters worldwide in an anycast configuration..[:)]
