Download Throttling with Web Proxy and central UTM

Hello,

I want to limit Internet traffic for our locations which are connected to our central office with 10 MBit/s Ethernet. Our central office has a 100 MBit/s internet connection so I just have to limit the traffic between the branches and Internet:

Branch A -> (Ethernet) -> Central Office -> UTM (Proxy 3128/TCP) -> (100 MBit/s) -> Internet

What should I configure to limit internet traffic for Branch A without limiting Central Office?

    What complaints do the end-users in the central office have?  What limit did you want to have on Branch A?

    What do you mean with compaints? I want to limit Branch A to 2 MBit/s.
