Country Blocking.. not working?

9.004-34... I have Africa blocked but there is still traffic coming in from Gahana.. ip:197.251.129.67

On v8, the word 'GeoIP' appears in the logs, e.g.

2013:03:09-01:44:06 arttour ulogd[5475]: id="2021" severity="info" sys="SecureNet" sub="packetfilter" name="Packet dropped (GEOIP)" action="drop" fwrule="60019" initf="eth0" srcmac="0:90:1a:a2:36:62" dstmac="0:21:91:8c:2e:5f" srcip="213.169.70.253" dstip="1.2.3.4" proto="6" length="48" tos="0x00" prec="0x00" ttl="252" srcport="2332" dstport="9876" tcpflags="SYN"

I'm not using GeoIP on v9 but it should be similar.
