Country Blocking.. not working?

9.004-34... I have Africa blocked but there is still traffic coming in from Gahana.. ip:197.251.129.67

    Had a couple users from Ghana hacking into RDP sessions on our server... I changed the passwords of the accounts that were compromised, but they should not have been able to get in at all with the country blocking on... The RDP is DNAT rule..
