Why is streaming blocked?

I am using UTM9 in my home network and want to allow streaming.  Web Filtering is enabled in transparent mode, with no categories being blocked. Bypass content scanning for streaming content is selected. All other Web Filtering settings were left as default.  I am unable to stream any media content on my ipad.  I have found that if I disable IPS streaming is slow to buffer but works.  Does anyone have any tips on how to have IPS enabled, but allow streaming. Thanks for the tips.

    I am unable to stream any embedded audio or video from an apple device (ie facebook, or websites).  QOS is already disabled.  The system is setup on my home network so the user list is very small (2 people and maybe 10 devices).  The software is installed on an older HP proliant server with 2 processors, 4 GB RAM, and 2 Broadcom NICs connected at 100MB full.  I'm not exactly sure of the specs, but am fairly sure the box can handle the load.  Any recommendations are appreciated.  Thanks in advance.
