Broken QOS?

Hi, I have installed Sophos UTM 9.004-33 and set up everything correctly except for QOS section. I configured QOS to throttle upload speed for http traffic at 512 Kbps on a specific machine - mac mini with static ip address. with the QOS configuration i have created, it will throttle upload speed on ALL clients instead of one client. What am I doing wrong here? I have attached screenshots .

    How do you know that the other devices are throttled?  What WAN connection do you have, and what uplink speed is guaranteed?  What problem are you having that makes you want to limit uplink speed for the Mac Mini?
