[9.000] QoS not working?

Hiya

I have some QoS rules setup but they don't seem to be limiting the bandwidth use, people can still download and upload at full speed :-\

Below are the rules I have setup, am I doing something wrong? I tried doing it two different ways on two different networks but both can still download at full speed not the reduced.

    So, the only way you can control internet downloads is to control the traffic leaving the internal interface to your internal users.  Until you know that there's a problem, I recommend that you don't add this.  In my experience, slow internet for the users was corrected by limiting the upload traffic and/or guaranteeing bandwidth to outbound request traffic.
