[9.000] QoS not working?

Hiya

I have some QoS rules setup but they don't seem to be limiting the bandwidth use, people can still download and upload at full speed :-\

Below are the rules I have setup, am I doing something wrong? I tried doing it two different ways on two different networks but both can still download at full speed not the reduced.

Out of interest as I can't fully work it out in my head why does the download need to be on the internal? Surely a traffic selector {web servers} - Any - {developer subnet} should be picked up?

Hi,
QOS can only work on packets it controls and that means the internal interfaces send leg and external interfaces send leg.
