Uplink Balancing, service preference AND failover?

I have a cable (100 MBit) and an ADSL (20 MBit) connection. At the moment, both interfaces are configured as active uplinks, and I have several multipath rules so that latency-critical services (games, VoIP) use the DSL connection and bandwidth-critical services (VPN, WSUS, Torrents) use the cable connection.
All other services are just balanced across both interfaces.

What happens if one of the connections goes down? Will all rules with interface persistence to that interface simply be ignored (so the catch-all-"balance by connection"-rule at the bottom is used), or will those services go down until I change their corresponding rule to the other interface?

I tried putting one interface in the standby group, but that just disables all rules persisting to that interface.
