need help unblocking a ftp site

I have been trying to get to this site and no mater what I turn off I cant get the file. How do I setup a rule to allow traffic to this site.

    1) Under the "Web Security" is the menu "FTP". 
    Enable Ftp Proxy 
    try to disable the antivirus scanning in the same menu 
    if this doesn't work

    do a "packet filter rule" your ip -> service any -> dest.Any -> "Allow"
    (with this you will get the file but not solve the problem [:)] )
