Time Period Access Control

I want to allow intenet access from one of my interfaces at only specific times, I had thought it was going to be  a simple rule using the "Time Period Definitions" but I have yet to have any luck!

Here's what I tried:
1. Created a recurring rule in the Time Period Definitions
2. Set the time from Start: 6:00 to end 20:00
3. Went to Network Security->Firewall-> Create New Rule
4. Source-Any, Service-Any, Destination-Network Adress (172.18.0.0/20)
5. Action-Allow
6. Time Period (the rule I created)

But people are still able to log into the internet after 20:00 hours!  I am sure it's something simple I miss but any help would be appreciated!

    Öhhm -- is the rule correct?
    '4. Source-Any, Service-Any, Destination-Network Adress (172.18.0.0/20)'

    Shouldn't it be something like
    '4. Source-Internal Network, Service-Http, Destination-Internet'?

    In case of using the proxy instead of plain portforwarding - look at Scotts post.
