There is no global setting for limiting bandwidth per IP.  You would need to make individual rules for each IP.

Astaro QoS works better if you think of it as preferring certain traffic instead of limiting others.  It's difficult to make a recommendation without knowing what complaints you're receiving and who/what you think is causing the problem.

I have tried doing it per ip however it doesn't seem to work, any ideas on what I might be doing wrong ?

I am not receiving any complaints I just want limit the download speeds of certain machines for a couple of users as they have been putting some strain on the our internet connection.

The most-common mistake is putting the QoS rule on the wrong interface.  Next most-common is not understanding that you only can make rules for traffic leaving an interface.  Try a rule on the Internal interface limiting 'Any -> Any -> {user IP}'.
