[v9]Help with QoS configuration

Hi All

I am trying to set up QoS for my network. I have an AP-10 with two SSID( Guest and trust users). I have therefore set up the following  configuration 
(v9.044-33) has qos broken but the config should work on previous versions

Zone 1 users are : vlan 10 192.168.2.x/24
Guest  users are : vlan 20 172.16.1.x/24

Internet interface (only Upload Optimizer checked)
Downlink kbit/sec:5000
Uplink kbit/sec:1000

Zone 1 interface (only Upload Optimizer,Limit uplink checked)
Downlink kbit/sec:1024000 
Uplink kbit/sec:1024000 

Zone 1 interface (only Upload Optimizer,Limit uplink checked)
Downlink kbit/sec:1024000 
Uplink kbit/sec:1024000 



Note – You can only assign up to 90 % of the entire available bandwidth to a bandwidth pool. The gateway always reserves 10 % of the bandwidth for so-called unshaped traffic. I therefore configured my qos as if the available BW is 4608kbit/sec

    I 've just noticed that one of the users on the guest network is watching a movie and the QoS doesn't apply 

    According to the Qos Applied the bandwidth allocated to the guest network (172.16.1.x) should be max 250kbits which is not as per picture

    The QoS is applied to traffic leaving so as per my config I have applied QoS to Guest interface with rule

    Am I missing something really obvious? What I am trying to achieve is to prioritize traffic as per classes defined and guarantee badwidth depending on the DSCP. This needs to be for the incoming traffic (ISP 4096kbit/s). I have therefore applied the Qos to the internal interfaces

    PS I am using HTTP/S proxy in standard mode
