Some Help with QoS

Now i know this has been asked about a thousand times by now, and i do feel like a bit of an idiot for asking, but if u dont understand stuff, best to have someone help you [:P]

now its become apparent to me the last few weeks since our bandwidth had an upgrade, that some people are choosing to hog the connection.
so i would like to limit each network to a certain amount of traffic either in total or per service. im looking for something like this.

-> Cap networkgroup1 to 2mb download/500kb upload
-> Cap networkgroup2 to 2mb download/500kb upload
-> guaranty networkgroup3 2mb/500kb but allow to use excess.

anyone wanna help point me in the right direction?? [:)]

EDIT: main types of traffic i want to shape are ftp/s http/s p2p and voip (or across the board if possible)

    after about spending about 1 1/2 hrs rebuilding my asg because it had a billion pf rules, i implemented the qos

    works almost perfectly, still needed abit of tweaking (mainly my wireless vlan, but meh) but close to is much better than what i had.

    thankz alot for all the help Barry, greatly appreciated.

    Can you provide screen shots on how you did this?  I need to restrict bandwidth to a group of computers while letting another group use what they need.
