Bandwidth Limit For Single Host

So I have done a bunch of searching and I swear I have my setup right but it doesn't appear to be limiting the bandwidth properly.  I am trying to limit the bandwidth usage of a single host on my network.  I am running 8.003.  I want to allow 1Mbps download and 256Kbps upload.  The download appears to work fine but the upload doesn't.  I feel like I'm missing something really stupid...  Here are the speeds I'm seeing:

Can someone please spot the error of my ways?  Thanks so much!!!

    But if I try in another Network (DMZ) unfortunately the Upload is still affected from the LAN Rule (Qos Upload).

    Maybe you could explain how you determined this (what you saw) and show us the traffic selectors used for the DMZ.

    Crazy problem :-)

    Here the follow information:

    I did a Speedtest from the LAN Side: (with Qos)
    Download 1'000 (without Qos 100'000)
    Upload 1'000 (without Qos 7'000)

    When i did the Test from the DMZ Side - client receive a IP from DMZ (with the Qos LAN)
    Download: 100'000
    Upload 1'000 (but should be 7'000)

    Speedtest: hsi.bluewin.ch

    The configuration from the traffic selctors in DMZ is empty - on the DMZ Side shoudn't work the Qos. The configuration is how explain in the ZIP File.
