So I have done a bunch of searching and I swear I have my setup right but it doesn't appear to be limiting the bandwidth properly. I am trying to limit the bandwidth usage of a single host on my network. I am running 8.003. I want to allow 1Mbps download and 256Kbps upload. The download appears to work fine but the upload doesn't. I feel like I'm missing something really stupid... Here are the speeds I'm seeing:

Also, I don't understand why you would limit traffic arriving from the Internet to 256k, but limit traffic out to the Internet to four times that bandwidth. Most connections have more download bandwidth than upload.

Sorry Bob, I forgot to change the speed. I copied the instruction (above) with the speed. But in reality the users will have a speed Download 10'000 / Upload 1'000.
