So I have done a bunch of searching and I swear I have my setup right but it doesn't appear to be limiting the bandwidth properly. I am trying to limit the bandwidth usage of a single host on my network. I am running 8.003. I want to allow 1Mbps download and 256Kbps upload. The download appears to work fine but the upload doesn't. I feel like I'm missing something really stupid... Here are the speeds I'm seeing:

If you're using the HTTP/S Proxy, you can't regulate the outbound traffic from different internal users. You only can limit the volume of data sent to them by the Internal interface.
New Information:It is now possible to do per-user QoS on outbound traffic passing through the Web Filtering Proxy. This is not true for any other proxy.
Thank you for the description. I did the same configuration (as per instruction) but I have the following problem:
- all clients have Qos activated, but my goal is only one host
- the Qos from the upload is workling according to the configuration
- the Download Qos doesn't work
