Multipath rules not working

I have ASG v7.507 running on a Dell box.
It has two external interfaces, one slow ( 1.5Mb/s) and one fast (28Mb/s).
The fast interface bounces SMTP mail from my internet server and the Astaro.

I set up QoS, uplnk balancing ( multipath) and two multipath rules

1)  any - SMTP - slow(network)
2) fastgroup - any - fast(network)

where fastgroup is all my servers apart from the internet server, and SMTP is the default service.

Firstly, I don't know what difference it makes between slow(network) and slow(address)

and secondly, it doesn't seem to be routing.  Initially not at all, but now intermittently. Have I missed something obvious ?
