[7.504][Bug] QOS is disabled after taking EXT down

Hi, I had to disconnect my EXT interface, and due to some trouble getting an IP afterwards, I disabled and re-enabled the EXT interface in webmin.
Afterwards, QOS was turned off on EXT.

It's happened at least twice recently.

Hi, this has happened again (QOS is disabled); I'm not sure if it happened when taking the interface down or after the 7.509 update I applied recently.
