bandwidth limiting

I came across this forum while trying to find a solution to network saturation on my company's T-1. A couple of threads here have discussed ways to prevent a given user hogging all the bandwidth, e.g., if downloading a file over http, without creating artificial limits.

The feature called Download Equalizer looks like it might be just what we need. It's described a little further here

Download Equalizer: If enabled, Stochastic Fairness Queuing (SFQ) and Random Early Detection (RED) queuing algorithms will avoid network congestion. In case the configured downlink speed is reached, packets from the most downlink consuming stream will be dropped.

Sounds good. I'm wondering though if this is something that I can't already accomplish in Cisco IOS. That is, I can set fair-queue on an interface to enable weighted fair queueing or random-detect to enable WRED.

If anyone could clearly explain the advantages of Astaro vs. Cisco in this area, I'd be grateful.
