Questions on QOS setup

Hello all.

I have some questions on setting up QOS.  I did read the manual but there is one question that eludes me.  Which is the proper interface to setup QOS on?

Here is what I am doing.

I have a 3 location company whereby a IPSEC Site to Site vpn is setup in a mesh between all 3 sites, using astaro devices.

The office location, which is small and served by a single T1 terminating into a router, is having difficulties with bandwidth saturation.  It seems traffic flows to and from this location to the other 2 sites through the vpn regularly.

What I have done is setup QOS on the external interface.  I did not change the default speed of 102400 on the external interface as the 'limit uplink' box is checked as well as the other 2 'download equalizer' and 'upload optimizer'.

In the bandwidth pool, I am only guaranteeing 10kbit/s and limiting kbits per second to 1024, or roughly 2/3 of the T1 speed.

So my questions are 

1.) Is the External interface the right interface?  How do I know which to use?
2.) Is is ok to leave the interface speed as 102400 since limit uplink is checked?

    You also should enable QoS for the Internal interface, but you might not need any rules for it.  Remember that explicit QoS rules apply only to traffic leaving the interface to which the rules are bound.  Inbound traffic is optimized by built-in algorithms.

    I'm not sure what that means.  In any case, it's hard to know what to recommend without more specifics.  What problems do people have and what seems to be causing these problems?  For example, "browsing the web is too slow" and "this always happens when another office is downloading a big file from our server."
