Time Events in Network Security Rules not working

Hi all

I have the following rules next to each other:

5. Mon-Sun 09:00 - 21:00 -> Internal -> Any -> External 
6. Always -> Internal -> Any -> External     and

If I enable rule (6), everything works as intended...
if I enable rule (5) and disable (6), I loose all access to the outside.

The only difference is the time component of the rule which doesn't seem to fire...
