Server load balancing - should it fail over?

I'm working with server load balancing on a HA active/passive setup currently running 7.405 (will upgrade to 7.501 once it's released).

Our load balancing setup has 4 rules.  Each rule is very similar:

External IP, service group with two services, HTTP/HTTPS and 2 internal servers with TCP checks every 15 seconds.

We added a 3rd server which was not running yet (Astaro marks it down) but it still routed some requests to it causing those clients to get connection errors.  Am I missing the point?  Should that happen?  Shouldn't clients get routed to another server if one goes down?

Anyone else have any good/bad experiences with the Server load balancing?

Two features I would find very useful:

1. The ability to toggle on/off certain servers for planned maintenance.
2. The ability to define rules with just one real server (in case you want to remove one of two servers for maintenance).
