New Packet Filters Don't Work until Reboot

Guys,

Here's the problem.  If I add a new packet filter, it will not fire until a reboot.  If I check the packet log it is hitting the default deny rule.

I've already contacted support.  And here is what they had to say:
Checking through the Mdw debug output I am seeing a large number of rules assigned to the system >49000 when expanded.  As such it can take the system some time to assign and may be erroring out due to the number of rules per group.

Why is it seeing 49000 rules?  I've only actually got 97 packet filters.

Any help, thoughts, input, or solutions will be greatly appreciated.

Alright, so they told me to run the up2dates and get my box from 7.3 to 7.405. So I did. It seems to have helped. MDW debug log is way smaller than it was.

97 packet filter rules seems like a lot. Let us know if this is an issue you would like to discuss.
