VOIP phone still loosing packets

Hi,
I have changed the packet filter rule for my VOIP phone which is on its own segment. I changed the PF rule to see if this would reduce the packet loss, but the change had no affect.
PF rule
VOIP phone -> any-> any->allow
I still loose SIP packets, about 300 a day. The lost packets don't appear in any log, packet filter or IDS.

    have you tried setting up the sip proxy in the voip security area?

    Hi William,
    yes, I tried and failed. I was trialling special kernels to see if I could get VIOP security to work. ASG VoIP security is setup to use SIP over TCP, where as at least 2 of the VoIP providers I have tried use SIP over UDP. My VoIP provider does strange things during a call, answers on a different IP address than the one that initiated the call. I have all the IP addresses involved the allowed packet filter.
    The VoIP service my ISP provides uses even stranger functions which I don't believe will work with the VoIP security, UDP in 33000 range as well as the standard RTP.
