MTR reporting loss packets

I tried ping and mtr to external host form console.
For ping I have 100%, but for MTR - about 50-70% loss even to first host(providers gateway port) on the way to external host/
Connection - DSL 256K, network card for external interface - 3C905C.

If I tried WinMTR from Windows XP SP2 with the same real IP address - 0% loss...

What my problem?

Probably the ICMP flood protection is causing that. Try adding an exclusion or raising the rate limits.

I tried switch off flood protection- result the same...
For external ethernet interface was created 4 additional addresses
(for using static NAT). But, I think, it is not a problem.
