Howto get FTP via HTTP working (425 error)

Hi all,

I'm trying to download stuff from http://library.avsim.net
This page asks for a logon, and then redirects to http://library.avsim.net/sendfile.php?Location=AVSIM&Proto=ftp&DLID=77868

This should initiate a FTP download, but at my site results in an 425 unable to build data connection error.

I set a rule: internal network -> any -> any to allow all traffic out.
Also tried allowing several port in (20,21).

I added avsim.net to an acceptionlist in the web security, exceptions list wich allows Authentication / Antivirus / Extension blocking / URL Filter / Content Removal.

In the browser (tried firefox and IE) I set FTP to passive

Als I tried to surf via the Astaro proxy, and got this result:
While trying to retrieve the URL: ftp://myusername:4b2d781a81543fbcb4ee5361101da450@library.avsim.net/civil_flight/msfs/fs2004/flight_plans/flightplans.zip
Error message: Target service not allowed

What I am I doing wrong here?
