The reduction of managability for IPS was something I harped about a few times during the beta of V7.
Purely a guess, but based on my experiences with this section in V6, it was a massive resource hog when being accessed in webadmin. I know that on my 220, with V6, when in the IPS section, it takes quite a while to perform any action. Clearing an alert count, entering a category to see specific rules, reordering the lists, or changing the action for a rule can all take from 20 seconds to well over a minute. If I'm doing work in there for several rules, often times the IPS daemon hangs then restarts itself.
If we're really lucky, I'm hoping that the Astaro dev team will be able to find a way to allow us better access to IPS rules again, even if it's only one rule at a time, in V7 without compromising performance.
