Who is Softlayer?

Does anyone know what software might be trying to talk to softlayer?  I keep getting the following in my packet filter log:

19:09:11 Default DROP ICMP 192.168.3.208 → 75.126.38.78
len=28  ttl=63  tos=0x00

this is happening about every 45 seconds.  i would like to cutoff the software thats doing it.  Anyone know what it is?  I went to their website but couldnt find any clues.

    Ok, once again I have figured out my own problem.  It took me sending a request to abuse@softlayer to figure out what the deal was with that IP address (along with a few others).  It turns out, softlayer does server hosting for a variety of companies.  Once of those companies is Avast.  Avast is one of the few anti-virus vendors out there who have an application that works with Windows Vista 64.  I am using that software and it appears it is a bit chatty.  I guess it is worth it since it is free.
