Can't Get FTP server to work

I cant connect to my FTP server from outside, It works from inside, Ports are open (20 & 21) and visiable from outside...It seems that not getting from router to server, howvever if i change the port from 21 to 20 on the server the open port is reflected on the port scan...

    Did you setup a Pocket Filter Roule to allow FTP to your Server ?
    you also have to setup a Destination NAT Roule to your FTP Server.

    Can you please explain your setup a little bit more detailed.

    Router, Firewall, any other devices?
    how are they connected to each other and the internet?
    Which device has the official ip address you are connecting to?

    What NAT/packetfilter rules have you created on the Router and on the firewall?

    this might help us to debug your setup.
