Blocking website

HELP!
 
I have set a rule to block a specific website someone is abusing but the packet filter still allows traffic to the site:
 
Rule is Source internal network Service Any Destination xxx.xxx.xxx.xxx drop
 
Should this work?  The rule is No. 1 so I would have thought a later internal net to any http would not affect it but is this the case?

    Are you using the http proxy? 

    If so you can put the ip address in the blacklist.

    I am using the proxy but cannot see any Blacklist - I am not using the Content Management is that what you mean?  I am using the Transparent mode for the HTTP Proxy, does that also make a difference?

    The packet filter rules have no effect on the proxy. You will need to enable the content manager so you can use the blacklist function if you want to block sites in the proxy.

    Thanks, I had thought that the Packet filter preceeded the proxy and would have blocked the traffic.
     
    Which parts of the content manager are licensed as a separate product, is it the whole function or just the Content database services provided by Cobion?
     
    I added a URL Blacklist and it works a treat but I have not purchased the content/surf protection license - am I in violation of licensing or does this part work as the core product.

    Answered it myself, the other options are licensed as I get the Not licensed feature when I  try to use them.  The Whitelist/Blacklist work fine within the core product.
