How to QOS HTTP Proxy

I wish to be able to limit the web browsing bandwidth.  We use HTTP Proxy.  I have set QOS on the external interface.  What packet filtering rule is required to limit the browsing bandwidth?

    You can not limit bandwidth via packet filter rules. It can only be done via the QoS settings. QoS only has full control of outbound traffic, and it only comes into play when there is congestion on the outbound channel. The QoS scheme works on the borrow when available principle, so when the outbound channel is not congested, a single sub-protocol type, such as FTP, can still claim all  the available bandwidth.
