QOS doesn't seem to work

I have turned on the QOS on the external interface using 512 up and down.

I have then created packet filter rules to allow(low) external to any HTTP and also one for FTP.

I am using HTTP proxy.

QOS doesn't seem to make any difference to the download speeds for HTTP or FTP.

What am I doing wrong?

    ASL uses "borrow". This means a "high rule" can borrow bandwidht to a "low rule", if the "high rule" is not used at the moment. So you might not see a bandwith limitation directly.

    qosing downloads is not easily done(STF for more information)...upload is another story,V5 doe snot use the true priorities of v4 so reults on outbound QOS are mixed.  For some it works..for others not at all.
