Routing Packets to remote Subnets not working

I have three network 10.x in the USA, 11.x and 2.X in AUS.
My Firewalls are Ver 5.025

10 Network--192.168.10.1(F/W)-----INTERNET-----(F/W)192.168.11.1--11 Network--CiscoRouter(.11.250)--2.Network.

The 11.x & 2.x networks all route correctly.
I have added static route to the Ciscorouter so that it knows how get to the 10.x network via the 11.1 Firewall as well as 
adding a static route in the 11.1 F/W so that it is aware of how to get to the 2 Network via 11.250

No mater what static route I add to the 10.x firewall, I am unable to route through to the 2.x network

Is this human Error or a routing issue within Astaro?

If anyone could offer some insight it would be very much appreciated.
