IP restrictions using HTTP proxy

Using a HTTP proxy configuration, I understand I cannot then, due to the HTTP/FTP tunneling, use the rules to configure the IP addresses 'allowed' in the network? How do you go about restricting this? I can only seem to be able to alter the ports, not the addresses....

I know surf protection does something similar but I need to allow some sites completely, some partially (i.e. at certain times) and some not at all.

Sorry if this is an irrelevant/stupid question but I cannot seem to find any resolution.
