SDSL Line with IP Address Routing Problem

Hi, I have an SDSL line with an SDSL router and 61 addresses, but no DHCP is built onto the router. I am connecting up a Windows 2003 Server and using the first address with the settings provided by the ISP to connect (working fine) but want to be able to use a Second NIC to distribute the remaining 60 addresses through a hub so that each IP address has a one to one connection using the external addresses. I've set up a DHCP and DNS and tried using the Routing part of Windows 2003 server but fail everytime to get anywhere.. Can anyone direct me in the right direction.. Thank you!
