Create a definition for the individual IP address (host) or a range (network). Then, create a filter rule dropping anything coming from that IP address (or network range). To block a machine from inside your network from accessing the Internet, you just create a network (host) definition for that machine and then create a filter rule denying that host from sending anything anywhere.
