Need to add IP Protocol

I need to add IP Protocol 51 for L2TP/IPSec connections to a remote network. How would one go about doing this? I have NAT-T turned on, but I believe I still need this Protocol open.

Thats the AH protocol which is currently set-up in ASL v4.
IPSec uses ESP (protocol 50) and AH (protocol 51).
