Custom service not showing up in QOS

I have created a custom service entry of hte following:
CS tcp/udp 27010:27020 27010:27020

however when i go into QOS to add it to my QOS rulles..that new service does not show up in the list of available services for shpaing..any ideas?

this might be the reason
